Overview of the indonesian standard industrial classification (kbli) Under BPS Regulation No. 7 of 2025 The Central Statistics Agency of the Republic of Indonesia (Badan Pusat Statistik or “BPS”) has enacted BPS Regulation No. 7 of 2025 concerning the Indonesian Standard Industrial Classification (Klasifikasi Baku Lapangan Usaha Indonesia or “KBLI”) (“BPS Regulation No. 7 of 2025”) . This regulation serves as the latest legal framework for the classification of business activities in Indonesia and officially replaces BPS Regulation No. 2 of 2020, which previously governed the KBLI. The KBLI constitutes a systematic classification of economic activities in Indonesia that generate products or outputs, whether in the form of goods or services, into specific categories of business fields. Pursuant to Article 2 of BPS Regulation No. 7 of 2025 explained that the KBLI functions as a standard reference as well as a tool for coordination, integration, and synchronization in the implementation of statistical activities. Scope and Categories of the KBLI  As stipulated in Article 3 of BPS Regulation No. 7 of 2025, the KBLI comprises 22 (twenty-two) categories of business activities, covering nearly all economic sectors in Indonesia, including, among others: Agriculture, Forestry, and Fisheries; Mining and Quarrying; Industry; Provision of Electricity, Gas, Steam/Hot Water, and Cold Air; Water Supply, Wastewater Management, Waste Handling, and Remediation; Construction; Wholesale and Retail Trade; Transportation and Storage; Accommodation and Food and Beverage Provision Activities Publishing, Broadcasting, and Content Production and Distribution Activities; Telecommunications, Computers Programming, Consulting, Computing Infrastructure, and Other Information Services; Financial and Insurance Activities; Real Estate Activities; Professional, Scientific, and Technical Activities; Administrative and Business Support Activities; Government Administration and Defense, and Compulsory Social Security; Education; Human Health and Social Activities; Arts, Sports, and Recreation; Other Service Activities; Household Activities as Employers and Household Production of Goods and Services for Undifferentiated Own Needs; and Activities of International Agencies and Other Extra-International Bodies. In connection with the enactment of this regulation, all parties that previously relied on earlier versions of the KBLI are required to adjust their business activity classifications no later than 6 (six) months from the date of promulgation. This adjustment is necessary to ensure compliance with the latest KBLI provisions and to avoid potential administrative or legal issues in the future. With the revocation and invalidation of BPS Regulation No. 2 of 2020, BPS Regulation No. 7 of 2025 now serves as the sole official reference for the classification of business activities in Indonesia. Accordingly, a proper understanding of and compliance with this regulation is essential for business actors, investors, and legal practitioners to ensure legal certainty and the smooth conduct of business activities.
